FAYETTE COUNTY — Jury selection is scheduled to begin today in the Fayette County case against 56-year-old Vandalia man charged with multiple child-pornography charges, including two claiming the depictions were of children in bondage type situations.

William Frakes faces two Class X felony charges of child pornography of victims under the age of 13 depicted in a sadistic manner, and Class 2 felony possessing child pornography photos of victims under the age of 13.
Frakes’ defense counsel was denied a motion Friday to delay the trial, with Judge Kevin Parker noting that during four previous pre-trial hearings on January 17, February 7, February 13, and February 15, both sides indicated they were ready for trial.
Frakes was arrested on the charges in July and has remained in the Fayette County Jail since that time, with bail set at $350,000.
Two attempts to have his bail reduced were denied by the court, but it has been agreed that the defendant would be allowed to appear at trial in street clothing despite still being an inmate in the Fayette County jail.
Since his arrest, Frakes has been prohibited from having contact with anyone under the age of 18 and is not to possess any electronic device or have access to any device that can access the internet. He has, however, been allowed supervised visits with his grandchildren.
